Can someone else drive a car that I rent?
Yes, you may add additional drivers to your rental agreement when you pick up your rental. At corporate-owned locations, additional drivers must present a valid, acceptable driver’s license, a valid and acceptable credit/debit card, be at least 25 years old (see below for underage exceptions), complete an Additional Driver Form, and may be required to pay an additional driver’s fee. At corporate-owned locations, exemptions from the additional driver fee include:
- The renter’s spouse. To qualify for this exemption, at the time of rental, if the renter states that the additional driver (regardless of gender) is his or her spouse, mate, life companion, significant other, or domestic life partner, the additional driver will be treated as a spouse.
- A qualified employer or co-employee, while engaged in a business activity with a renter renting on their employer’s Budget Corporate Account Number (BCD).
- The licensed companion driver of a non-licensed renter with a disability. All other additional drivers will be charged $10 per day with a maximum charge of $50 per additional driver per rental (except at New York locations where the fee will be $3 per day, and Nevada where the fee will be $5 per day). There’s no additional driver fee in California.
- When an insurance company is accepting billing for insurance replacement, drivers that are the spouse/significant other, company employee/co-worker (for company vehicle replacement rentals), or family member on the policy of the insurance company accepting billing, may be added if at least 21 years of age –18 years of age if the company is Allstate, American Family, Bristol-Myers Squibb, CCRG Claims, Progressive, State Farm, Travelers.

What kinds of credentials do I need?
Since rental terms can vary from location to location, it’s a good idea to read the specific terms and conditions on your rental confirmation page/e-mail. Or find your location to review your rental center’s required credentials.
Generally speaking, in the U.S. and Canada, the primary piece of identification required to rent a Budget vehicle is a valid driver’s license. (If you intend to rent outside your home country, you’ll be required to present an international driver's license.)
The preferred second required credential is a major credit card. Some locations will accept a debit card instead of a credit card, but then we might either check your credit report or require you to present a third form of ID as indicated in the “Debit Card User Instructions” below.
NOTE: All forms of required identification MUST include a name and address and MUST match the name and address on the renter's driver's license.
Debit Card User Instructions
If you prefer to use a debit card rather than a credit card, be aware that some Budget locations will check your credit with a national credit verification bureau. Other locations might not check your credit, but will require you to present a third form of identification:
For debit card customers renting at an airport location, one of the following is acceptable as a third form of identification in addition to a driver’s license and debit card:
- A round-trip airline ticket, e-ticket, or travel itinerary to or from the airport of rental, disclosing a return date and showing the renter's name
- A valid U.S. passport or current U.S. military identification card
- A current vehicle insurance card
- A current copy (within the last 60 days) of the customer's cellular phone bill, home telephone bill, bank statement or utility bill
For debit card customers renting at an off-airport location, one of the following is acceptable as a third form of identification in addition to a driver’s license and debit card:
- A valid U.S. passport or current U.S. military identification card

What are the age requirements for renting?
Underage Requirements
Since fees and permissible vehicle types vary by location, it's best to find the underage requirement in the U.S. city where you are renting prior to picking up your rental.
In most U.S. states, rather than requiring customers to be 25 to rent, Budget corporate-owned locations rent to customers between the ages of 21-24 with the following provisions:
- Renters 21-24 must present a valid, acceptable credit card (debit cards are not permitted) and a valid driver's license (subject to screening of your driving record).
- At time of rental, an additional $25-per-day underage surcharge ($110 in New York) for these drivers will be applied.
- Drivers between the ages of 21-24 will not be permitted to rent luxury cars, mini vans, 12-passenger vans, specialty vehicles, full-size SUVs or premium SUVs.
- If a renter wishes to add an additional driver to the rental policy, the second driver must be 25 or older, and present a credit or debit card. There are some select locations that do not accept a debit card. It’s always best to check the terms and conditions on your online reservation confirmation or on the location information page.
- At corporate-owned locations in Connecticut, Iowa, Idaho, Washington, D.C., and select locations in New Jersey, the renter is required to be at least 25 years of age with a valid, acceptable credit card and driver's license.
At corporate-owned locations in New York State, the minimum rental age is 18 with a valid, acceptable credit card and driver's license, and a $110 surcharge per day for renters 18-24 years old.
Other Age Exceptions
Insurance Replacement
A customer involved in an Insurance Replacement from one of the following companies may rent at the minimum age of 18: Allstate, American Family, Bristol-Myers Squibb, CCRG Claims, Progressive, State Farm, Travelers.
Corporate Accounts
Drivers and additional drivers who are employees of the same company, on company business, and renting with their employer's BCD corporate rates, must be at least 21 years of age, or may be 18 years of age if employed by one of the following companies or their affiliates: Agilent Technologies, Nortel Networks, Northrop-Grumman, PricewaterhouseCoopers, State of Oregon, State of Washington, or with the U.S. Government on travel orders.
Select corporate customers and insurance/service replacement rental customers may be exempt from the underage fee. Check with your account representative to see if your company account is eligible.
Government Renters Including Those the U.S. Military

The minimum age policy applies to both corporate and leisure rates.
Inbound Tour Renters
Inbound tour customers are permitted to rent from Budget corporate-owned locations at the minimum age of 19. Inbound tour customers are defined as those not residing in the U.S., Puerto Rico, Virgin Islands, or Canada who are renting on an inbound tour rate.
The minimum rental age for tour customers residing in the U.S., Puerto Rico, Virgin Islands, or Canada will remain at 21. An underage surcharge may apply for renters under 25.
U.S. Budget licensee-owned location age rules vary, however most allow a minimum age of 18-25 for a small surcharge.

The vast majority of car rental companies require the use of a Credit card to make it easier for them to trace a person after they have stolen a car, or to charge additional fees at will if a defect is later found with the car. The credit card company itself may pay some damages without charging them to the cardholder.
There are two major types of car hire companies. The first group of companies own their own cars (known as a fleet) and may have agreements with car manufacturers to provide all the cars for that fleet. An example of this type of company would be Alamo or Europcar.
The other type of car hire company operate on a broker model and have commercial agreements with car hire companies to provide access to their fleets of cars.

The cost of the additional insurance is generally a fraction of the car rental costs. Members only agree to final pairing when insurance details have been agreed and exchanged via letter, fax or scanned and attached to an email.

Garmin International's Nuvi 660, a high-end auto navigator that offers turn-by-turn directions and traffic information, is up for rent.
Dollar Thrifty Automotive Group on Tuesday said the $850 Global Positioning System device will be offered at 90 Dollar Rent A Car and Thrifty Car Rental stores across the country.
The deal is an outgrowth of a two-year-old agreement that put Garmin StreetPilot c330 auto navigators in almost 300 Dollar and Thrifty stores.

Fresh off a flight from San Francisco, Internet consultant Auren Hoffman needed to rent a car to get to a business meeting in downtown Los Angeles. He tried several car-rental companies near the airport with no luck.
Then he struck gold. Actually, it was yellow--a Ryder truck complete with blankets for moving furniture. "It was huge, the biggest truck I've ever driven," says Hoffman, who worried that his professional image would suffer if he showed up driving a moving van. It took him about 20 tries to parallel park the truck in a space several blocks away from the office.
But Hoffman got to his meeting--no small feat for someone who was then 20 years old, an age generally considered not old enough to rent a car. "I'm turning 25 soon," says Hoffman, "and for me it's going to be a great burden off my shoulders."
With few exceptions, Alamo, Avis, Hertz and National require all drivers to be 25 or older. Budget, Dollar, Enterprise and Thrifty rent to drivers over 21, but penalize underage drivers with a daily surcharge. Some even restrict the type of vehicle, making a luxury model or sport utility vehicle off-limits.
If you're under 21, your chances of renting from the big companies are just about nil unless you're a military or government employee or happen to be renting a car in New York, the only state that currently requires car-rental companies to rent to drivers 18 and older. A similar law has been proposed in Connecticut, where state legislator Michael Cardin has gone to bat for young people. "You get people who are essentially adults but who can't rent a car," says Cardin. "How are they going to get around or be perceived as equals in business?"
